Understanding the FAA U.S. Agent for Service Requirement

Essential information for pilots, aircraft owners and aviation professionals holding FAA certificates while living outside the United States of America.

This requirement is now in effect. The July 7, 2025 compliance deadline has passed. If you hold an FAA certificate, rating or authorization under 14 CFR Parts 47, 61, 63, 65, 67 or 107 with a foreign address on file, you must have a designated U.S. Agent for Service registered via usas.faa.gov — or lose the privilege to exercise your FAA certificate.

What Is an FAA U.S. Agent for Service (USAS)?

An FAA U.S. Agent for Service is a person or company with a physical U.S. address that you officially designate to receive FAA legal and safety-critical documents on your behalf. Established under 14 CFR Part 3, Subpart C (effective October 8, 2024), this requirement ensures the FAA can promptly reach certificate holders living abroad without relying on costly, time-consuming International service of process.

  • Aircraft mechanics & A&P technicians (Parts 63 & 65) overseas
  • Aircraft owners with FAA registration (Part 47) at a foreign address

How to Designate Your Agent

All USAS designations must be submitted through the FAA's official U.S. Agent for Service (USAS) System at usas.faa.gov. You'll need your agent's full name, U.S. address and email address, plus if you are an Airman you'll need your date of birth and Federal Tracking Number (FTN) or if you are an Aircraft Owner you'll need your aircraft N-number and Serial number. Changes to your agent must be reported within 30 days. The USAS portal is the only accepted method — no paper or email submissions.

Consequences of Non-Compliance

Failure to designate a U.S. Agent for Service means you cannot legally exercise any privileges of your FAA certificate, rating or authorization. Aircraft registration certificates are considered ineffective and the FAA may take enforcement action under FAA Enforcement and Compliance Order 2150.3. This is not a paperwork technicality — it directly affects your ability to fly, register aircraft, obtain a medical certificate and maintain your FAA aviation credentials.

    MedXpress applicants. Note: MedXpress applications
    require a U.S. Agent designation before your application
    can be processed if you have a foreign address.
  • Aircraft registration (14 CFR Part 47)
  • Mechanic and repairman certificates (14 CFR Parts 63 & 65)
  • Drone / UAS authorizations (14 CFR Part 107)

The July 7, 2025 compliance deadline has passed. Non-compliance means you cannot legally exercise your FAA certificate (license) privileges and aircraft registration certificates are considered ineffective.
