Where the address rule comes from14 CFR 3.302 defines a U.S. agent address as one within the States, the District of Columbia, or a U.S. territory or possession, and states that it “may not be a post office box, military post office box, or a mail drop box.” The same section provides that the agent may be an entity or an adult aged 18 or older with a US address. Advisory Circular 3-1, paragraph 1.6, adds that an entity uses its office address and an individual uses their usual place of residence, or a U.S. military office address where applicable. There are questions worth asking any USAS provider — who physically accepts certified mail and process service, whether the address is staffed during business hours, and how quickly documents are scanned, uploaded and notifications sent to the customer.
